Bylaws of the University of Puerto Rico at Arecibo
Chapter of Student Affiliates of the American Chemical Society


Article I. Name

The name of this organization shall be the University of Puerto Rico at Arecibo Chapter of Student Affiliates of the American Chemical Society.

Article II. Objects

The objects of this Chapter shall be:
  1. To afford an opportunity for students of a chemical science to become better acquainted
  2. To secure the intellectual stimulation that arises from professional association
  3. To obtain experience in preparing and presenting technical material before chemical audiences
  4. To foster a professional spirit among the members
  5. To instill a professional pride in the chemical sciences
  6. To foster an awareness of the responsibilities and challenges of the modern chemist.

Article III. Membership

The membership of this organization shall be composed of Student Affiliates of the American Chemical Society. Students who are not ACS Student Affiliates may be chapter members but may neither hold office nor have voting power.

Article IV. Officers

The Officers of this Chapter shall be a President, a Vice-President, a Secretary, a Treasurer and at least three Activity Coordinators. These officers shall be elected at the first meeting, normally in September, from nominees chosen by nominations from the floor. The elected officers shall constitute the Executive Committee. They shall take office normally in November and shall hold office for one year or until their successors are duly elected.

Article V. Duties of Officers

  1. The duties of the President, Secretary and the Treasurer are to promote the objects of the Chapter.
  2. The President is expected to:
    • Convoke chapter members to the meetings
    • Preside at all meetings and chapter functions
    • Conduct regular meetings with the officers and the advisor
    • Coordinate the membership recruitment campaign
    • Plan the chapter’s calendar for the year
    • Monitor the progress of activities
    • Encourage cooperation and participation of chapter members
    • File the chapter’s annual report in collaboration with the secretary
    • Represent the chapter at special events at her/his university or other outside events
    • Meet with the treasurer on a regular basis to keep track of the chapter’s budget
    • Establish committees and appoint chairs to carry out assignments for certain chapter activities
    • Coordinate and carry out fundraising activities with chapter members
    • Establish a dialogue in any conflict between chapter officers.
  3. The Vice-President is expected to:
    • Substitute the President in chapter activities or special events if necessary.
    • Supervise the fulfillment of the established commitments.
    • Collaborate with the President in the coordination of the membership recruitment campaign
    • Plan the chapter’s calendar for the year
    • Coordinate the progress of activities
    • Purchase material for the activities in collaboration with the treasurer
    • Meet with the treasurer on a regular basis to keep track of the chapter’s budget
    • Establish committees and appoint chairs to carry out assignments for certain chapter activities
    • Establish a dialogue in any conflict between chapter officers.
  4. The Secretary is expected to:
    • Record the minutes of all chapter meetings
    • Compile the membership roster
    • Compile calendars of activities
    • Handle chapter correspondence
    • Keep record of all chapter activities
    • Submit and organized set of chapter records to the faculty advisor at the end of the year
  5. The Treasurer is expected to:
    • Manage the financial resources of the chapter
    • Keep track of all chapter fundraising activities and maintain record of the collected funds
    • Meet with the president and the vice-president on a regular basis to keep track of the chapter’s budget
    • Must keep a balanced record book
    • Record all cash advances and handle reimbursements
    • Should submit all financial statements to the president at the end of the year
  6. The Activity Coordinators are expected to promote, organize and coordinate chapter at least two activities for the ACS student affiliate chapter areas.

Article VI. Faculty Advisor

The Chapter shall elect as its Faculty Advisor a faculty member who is a member of the American Chemical Society. The duties of the Advisor shall be to advise the Chapter both in its local activities and in its relations with the Society. The Advisor shall be kept informed of all Chapter activities and shall advise the Chapter on any policy matters. The Chapter may elect their Advisor at its annual election.

Article VII. Professional Advisor

The Chapter at its annual election may select as its Professional Advisor a non-faculty member of the American Chemical Society. This person shall assist the Chapter in its relations with the Local Section of the Society and with the industrial community.

Article VIII. Meetings

Regular meetings shall be held once a month. The Executive Committee shall meet at least once a week. Special events may be arranged through the Executive Committee. 

Article IX. Dues

The annual national dues of the Student Affiliates shall be sent individually to the American Chemical Society or may be transmitted by the Vice-President and the Treasurer of the Chapter. Local dues of $6.00 shall be collected annually by the Treasurer of the Chapter. Membership in the Chapter is limited to those who have paid local dues.

Article X. Annual Reports

The annual reports will be submitted yearly in May to the ACS Office in Washington, DC. Every report shall include all the activities performed and/or attended by the ACS Student Affiliates during each academic year.
